The Greene County Industrial Development Authority is the lead agency for industrial recruitment and expansion in the County. Providing a "one-stop shopping" for manufacturing and distribution investors interested in site locations for new or expanding operations. The authority’s focus is on the creation, attraction and retention of business; offering financial assistance through bond issues, Pennsylvania Industrial Development Authority (PIDA) loans, Machinery and Equipment Loan Financing (MELF), conventional financing and bridge financing, etc.

The GCIDA office offers grant writing, business plan development and training programs for Greene County businesses. The authority currently has two industrial parks up and running and is currently in development stages with two other parks along Interstate 79. Through the IDA, Greene County has 600 acres of tax-free land available for development through 2010. This tax-exempt land is part of the Keystone Opportunity Zone (KOZ) program.

GCIDA Partnership:
To promote economic growth in Greene County, a dynamic public and private venture was formed to provide a business-driven, customer focused approach to economic development. The Greene County Industrial Development Authority (GCIDA) has actively partnered with the Greene County Board of Commissioners to foster economic growth in the county. The authority works with U.S. Congressman Tim Murphy, State Senator Tim Solobay and PA State Representative Pam Snyder as well as their development partners including Waynesburg University, the University of Pittsburgh Institute of Entrepreneurial Excellence, Horizon Properties, Greene County Industrial Development Corporation (IDC), and the Regional Industrial Development Corporation to further expand business opportunities at both the EverGreene Technology Park and the Meadow Ridge Business Park in Perry Township.

Keystone Opportunity Zone (KOZ)
Tax-exempt land is part of the Keystone Opportunity Zone (KOZ) program, which provides state and local tax abatement to businesses and residents locating in a designated zone. Through credits, waivers and broad-based abatements, total taxes on economic activity in these zones are reduced to nearly zero. Keystone Opportunity Zones are defined-parcel specific areas with greatly reduced or no tax burden for property owners, residents and businesses. KOZ's are designated by local communities and approved by the State of Pennsylvania.

Keystone Opportunity Zones are 12 zones across more than 27,000 acres of land in Pennsylvania. The use of tax abatement is the strategy to lure companies into the state to change the face of communities. For businesses, it's an opportunity to invest and grow without the burden of state and local taxes for up to 12 years. For residents, it means jobs and the revitalization of the places they call home. Working together with local governments, the private sector and community groups, the state has crafted the most expansive, forward-thinking program of its kind in the nation. GCIDA Revolving Loan Fund:
The revolving Loan Fund was established to provide seed money to promote job development and business growth and expansion within Greene County. Providing the following:
  • Assistance with site locations
  • Customized work force training and development
  • Techical assistance and tax incentives
FEES: There is a $15 credit application fee plus all applicable documentation and filing fees.

INELIBIGLE USES: As with all loans involving government monies, certain uses are not allowed, including:
  • Speculative ventures
  • Adult entertainment
  • Gaming operations
  • Check cashing outlets or pawnshops
  • Real-estate Speculation/Investor
  • Funds cannot be used for paying off previous debts, or for loan consolidation
  • All loans subject to final approval of the loan committee and the GCIDA Board of Directors
ELIGIBILITY CRITERIA:
  • Manufacturing and industrial firms, advanced technology, computer related industries, retail, personal and professional services and export services are eligible candidates.
  • Applicants must be classified as a small business with fewer than 100 full-time employees.
  • Eligible companies must be located in Greene County prior to loan disbursement.
LOAN CONDITIONS:
  • Loans are made in conjunction with private sector lending sources and must be secured at the highest position based on available assets. In addition, corporate and personal guarantees are required.
  • Terms of loans include real estate repayment up to 10 years, machinery and euqipment tup to 7 years and 3 years for working capital.
  • Interest rate contingent upon Loan Committee review and recommendation to the GCIDA Board of Directors.
