AUGUST 2, 2010 — PLANNING COMMISSION MEETING NOTES

MINUTES — from July 12 meeting were approved by the Board.


ARTICLES OF DISCUSSION:
  • Greene County Planning Commission voted Monday to write a letter to the county commissioners seeking money in the county budget to hire a compliance officer. The officer would investigate development projects being planned or under way to determine whether they should be reviewed by the commission and are in compliance with the county's subdivision and land development ordinance.

    The commission approved the motion after adopting a new policy under which it will more fully review public notices the commission receives for projects, normally for environmental permits such as stream encroachment permits or air quality permits.

    County planner Chris Hardie told the commission that so far this year he has received about 280 such notices, which are usually required by state and federal regulations. Of those, Hardie said, he has identified about six projects that plans for which potentially should be reviewed by the commission.

    Instead of waiting to see if a developer whose project needs commission review comes to the commission, the commission may initiate contact with him, said Robbie Matesic, director of the county Department of Development.

    Commission member Shirl Barnhart, who suggested a compliance officer be hired, said the person could work in the field and also make sure developers who have received commission approval are in compliance with their approved plans.

  • In other business, the commission granted plan acceptance to plans by H & L Self Storage LLC to construct storage units on a 0.74-acre lot at the corner of Greene and Porter streets in Waynesburg. The company will build three storage buildings, each 150 feet long by 30 feet wide on the property, the former site of the Waynesburg Elks Lodge. The plans earlier were approved by the Waynesburg Zoning Hearing Board.

    The developer still has a number of requirements to complete before the plan can be considered for preliminary approval.

  • The commission also discussed possibly holding a special meeting to grant final approval for plans submitted by Laurel Mountain Midstream LLC to expand the Brown Compressor Station off Falls Hollow Road in Greene Township.

    The company received preliminary approval last month to construct a new building at the station to house four additional compressors. The company was going to seek final approval but failed to publish and provide neighboring property owners with the proper 10-day notice.

  • Hardie also reported a complaint had been filed about possible storm water runoff onto an adjoining property. The commission's engineer is going to review the matter, he said. The state Department of Environmental Protection also must review it before final approval can be given by the commission, he said.
