Meet Cory Grandel
The County Treasurer is elected by the general public and is responsible for receipt, custody and disburser of monies and, as an agent of the state, the issuing of dog, hunting and fishing licenses.

As an agent of the Commonwealth of Pennsylvania, the Treasurer’s Office issues dog licenses, fishing licenses, hunting licenses and game of chance licenses. The office also issues sportsman’s firearm permits.

Beginning Monday, May 3, 2010, the Greene County Treasurer’s office will accept MasterCard and Visa credit cards as a form of payment for county property taxes. Click here to April 29 News Release.

PROPERTY TAX NEWS & INFORMATION:
The Greene County Treasurer's Office accepts current year county real estate taxes directly from the tax payers for all of Greene County residents. Please contact the Greene County Tax Claim Bureau for all payments of all past taxes at 724-852-5232.

Greene County (2011) real estate tax — General Fund: 6.77 mills, plus 0.695 mills for debt service, and and additional 0.07 mills for library service, making a total of 7.535 mills.
  • Collection periods are:
    • Discount:   April 1 through May 31
    • Face:   June 31 through July 31
    • 10% Penalty:   August 1 through December 31
2011 County expected to hold line on property tax rate: November 17, 2011 — Shrinking state aid has placed a strain on the Greene County budget, but taxpayers won't feel the pain, at least not yet . . . click here for the rest of the story.

Property Tax News: December 17, 2010 — As expected, the commissioners approved a 2011 budget that includes a slight property tax cut. The tax rate will be reduced by 1.4 percent to 7.535 mills. The cut will translate to a savings of $5.25 for the owner of a property assessed at $50,000. Commissioners lowered the millage rate because the county will pay less in debt service payments next year.
LIQUID FUELS TAX:
The Liquid Fuels and Fuels Taxes and the Oil Company Franchise Tax in Pennsylvania, make up the commonly known "gas tax" and "diesel tax".
  • The gas tax is 31.2 cents per gallon, the sum of the fixed liquid fuels tax of 12 cents per gallon, and the oil company franchise tax, which can vary but has remained unchanged since 2006 at 19.2 cents per gallon.
  • The diesel tax is 38.1 cents per gallon, the sum of the fixed fuels tax of 12 cents per gallon, and the oil company franchise tax, which can vary but has remained unchanged since 2006 at 26.1 cents per gallon.
Liquid Fuels & Fuels Tax — tax of 12 cents per gallon is imposed on all liquid fuels (primarily gasoline) and fuels (diesel fuel and all other special fuels except dyed diesel fuel, liquid fuels and alternative fuels) used or sold and delivered by distributors in Pennsylvania. The tax is imposed on the ultimate consumer, but the distributor is liable for collecting and remitting the tax.

Aviation gasoline and jet fuel are also taxed under the liquid fuels and fuels tax. However, separate tax rates are set for these fuels.

Exempt from the tax are fuels sold and delivered to the U.S. government; the commonwealth and any of its political subdivisions; volunteer fire companies; volunteer ambulance services and volunteer rescue squads; second class county port authorities; and nonpublic, nonprofit schools (K-12). In addition to these exemptions, reimbursements are made for certain agricultural purposes and for fuel consumed in truck mounted refrigerator units.

Payments and reports are due on or before the 20th day of the month following the month of tax collection.

DOG LICENSE INFORMATION:
Dog licenses are required for all dogs older than three months old. Obtaining a license is a quick and easy process that is essential to the safety of pets. If dogs are lost or stolen, a license can help make sure they get home safely. The fees collected through dog licensing are used to fund dog wardens.

Dog License Applications are available at the Treasurer's Office or may be downloaded, completed and mailed with the correct fee to the Treasurer’s Office.

PLEASE NOTE: To receive a lifetime dog license, the dog must have a tattoo or microchip permanently identifying it.

All fees include service fees allowed by law; if the license is issued by an agent other than the Treasurer, an additional $.50 will be charged. Most of the licensing fees go to the state to fund various animal welfare programs. The county retains $1 to $1.45 of each license sold. The county dog warden canvasses the county at various times each year, looking for unlicensed dogs and citing their owners. Failure to license a dog is a summary offense punishable by a maximum fine of $300 for each unlicensed dog. The minimum fine is $50 plus court costs. All dogs must be under control and are not permitted to run at-large. Complaints may be reported to John C. Thomas, state dog warden, at 724-451-8278.
