The Greene County Commissioners Meeting was brought to order by Chairman Pam Snyder at 10:00 am in the first floor meeting room of the County Office Building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Gene Lee, Farley Toothman, Marcy Maletta, Tracy Zivkovich, General Public and Members of the Press.

MINUTES Commissioner Coder made the motion and Commissioner Trader the second to approve the minutes from January 8, 2009. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second to appoint Ann Bargerstock to the Greene County Housing Board of Directors. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second pending Solicitor approval for an agreement between the County of Greene and Credit Management Corporation. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second for a Resolution for the County of Greene to be the grant applicant on behalf of Southwest Regional Hospital for RACP funding. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second for County approval of the Collective Bargaining Agreement between UMWA-Court Appointed Employees and the County of Greene effective January 1, 2009 through December 31, 2012. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second for County approval of the Collective Bargaining Agreement between UMWA-Human Services Employees and the County of Greene effective January 1, 2009 through December 31, 2012. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second for County approval of the Collective Bargaining Agreement between SEIU-County Jail Employees and the County of Greene effective January 1, 2009 through December 31, 2012. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second for the Chief Clerk and Parks and Recreation Director to write a letter to the Bureau of Aviation requesting the airport to have drag racing. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second to direct the Chief Clerk and Solicitor to proceed in the public auction sale of property SR 0021 Cumberland Township and to review the gas and oil rights. Vote unanimous.
TAX CLAIM:
Commissioner Trader made the motion and Commissioner Coder the second in accordance with the real estate tax sale (act of July 7, 1947, P.L. 1368 No. 542), Section 613, as amended, notice is hereby given that a proposed sale price in the amount of one hundred dollars ($100.00) has been received and approved by the tax claim bureau of the County of Greene for parcel #17-02-112, Morgan Township. Vote unanimous.
Commissioner Trader made the motion and Commissioner Coder the second in accordance with the real estate tax sale (act of July 7, 1947, P.L. 1368 No. 542), Section 613, as amended, notice is hereby given that a proposed sale price in the amount of one hundred dollars ($100.00) has been received and approved by the tax claim bureau of the County of Greene for parcel # 17-02-114, Morgan Township. HUMAN SERVICES:
Commissioner Trader made the motion and Commissioner Coder the second for the Emergency Food Assistance Program (TEFAP) 1st quarter inventory and expense reimbursement request. Vote unanimous.
MENTAL HEALTH/MENTAL RETARDATION:
Commissioner Coder made the motion and Commissioner Trader the second for the FY2008/2009 contract with Community Action Southwest. Vote unanimous.
CHILDREN & YOUTH:
Commissioner Trader made the motion and Commissioner Coder the second for the FY2008/2009 contract with Adelphoi Village, Inc. Vote unanimous.
Commissioner Coder made the motion and Commissioner Trader the second to appoint Marge Beglin, Lori Gilbert, Donna Franks, Jan Brunell and Mark Schmelzen to the Children and Youth Advisory Board. Vote unanimous.
NOTICES:
Gateway Engineers, Inc. has submitted an application for an erosion and sediment control general permit I (ESCGP-1) for earth disturbance associated with oil and gas exploration, production, processing, treatment operations or transmission facilities to be located north of Stringtown Road near the intersection with Johnson Hill Road in Cumberland Township.
Consol Pennsylvania Coal Company, LLC has submitted a permit application to the Pennsylvania Department of Environmental Protection for construction and operation of a slurry impoundment at the Bailey Central Mine Complex. The permit application will add an additional 414.8 acres to the Coal Refuse Disposal Area #5 site and includes a dam comprised of coarse coal refuse. Fine coal slurry will be disposed within the reservoir contained by the dam. Ancillary facilities; including erosion and sediment control structures, haul roads, and soil stockpiles will also be developed and operated within the proposed permit area. Project is located in Richhill Township north of S.R. 4007 (Ackley Creek Road) approximately 2 miles northwest of the intersection with S.R. 21.
Gateway Engineers, Inc. has submitted an application for an erosion and sediment control general permit I (ESCGP-1) for earth or transmission facilities to be located south along Rutters Lane (SR 1027 in Cumberland Township.
Chief Oil & Gas, LLC has submitted permit applications for watershed management purposes in Greene County.

Gateway Engineers, Inc. has submitted an application for an erosion and sediment control general permit I (ESCGP-1) for earth disturbance associated with oil and gas exploration, production, processing, treatment operations or transmission facilities to be located east of the intersection of Tin Can Hollow Road and Jacob’s Ferry Road in Cumberland Township.

Cumberland Coal Resources, LP has submitted an application to the Pennsylvania Department of Environmental Protection for a mining activity permit in Center Township.
Department of Transportation has submitted an application for a water obstruction permit to the Pennsylvania Department of Environmental Protection to remove fascia beams on both sides of the bridge replace them with new beams. The department will also need to pour a concrete support against the existing abutments for the new beams. Project is located in Freeport Township.
Southwestern Pennsylvania Water Authority has submitted to the Pennsylvania Department of Environmental Protection for a water allocation permit requesting an increase in allocation from 7 mgd peak day flow to 15 mgd peak day flow from the authority’s existing Monongahela River intake. Project location is Monongahela River intake at the authority’s Tin Can Hollow Filtration Plant, located in Cumberland Township.
Ladies Engineering & Surveying, Inc. has submitted to the Pennsylvania Department of Environmental Protection for a GP-5 General Permit for a utility line stream crossing, for a gas line replacement project on an un-named tributary to the Monongahela River located in Monongahela Township.

PUBLIC COMMENT:
Commissioner Snyder thanked everyone who was a part of the Steelers pep rally $1,000.00 was raised for the Greene County Relay for Life Team.
Carolyn Crawford invited the commissioners to the Veterans Council meeting January 27th, 2009 at 7:00 pm Carmichaels Legion to discuss transportation issues for the veterans.
Constituent Bonnie Romanosky asked the Commissioners if there were any plans for development in Washington Township. Commissioner Snyder informed her that nothing official had been submitted to the Commissioners for the township. She told her that the municipality would have to come to the Commissioners. There had been some talk of a water line project from Route 19 to Amwell Township and to extend to 221. The federal government is working on stimulus money for shovel ready projects and this may be included as one.
