JANUARY 5, 2012 — COMMISSIONERS BOARD MEETING NOTES

The Greene County Commissioners Meeting was brought to order at 10:00 am by Chairman Pam Snyder in the first floor meeting room of the County office building. Others in attendance were: Commissioner Trader, Commissioner Morris, Chief Clerk Jeff Marshall, Marcy Maletta, Tracy Zivkovich, Sherry Wise, Cheryl Cowen, Tina Kiger, Judy Rizor, George Smith, Harry Gillispie, Elizabeth Menhart, Charlotte Popielarcheck, General Public and Members of the Press.

FLAG SALUTE — Buzz Walters 40 @ 8 and the Army National Guard to lead the Pledge of Allegiance.

MINUTES — Commissioner Trader made the motion and Commissioner Morris the second to approve the minutes from January 3, 2012 reorganization meeting. Vote unanimous.


ADMINISTRATION/FINANCE/PROGRAMMING/PERSONNEL/BRIDGES & FACILITIES/IT:
  1. Commissioner Morris made the motion and Commissioner Trader the second for an amendment #1 to the grant agreement for Southwest Regional Medical Center Redevelopment Assistance Capital Project to increase the contract by $500,000 thereby increasing the total cost of the contract from $1,500,000 to $2,000,000. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Morris the second to appoint Pam Snyder as the Commissioner Representative to the Human Services Advisory Board. Vote unanimous.
  3. Commissioner Morris made the motion and Commissioner Trader the second to appoint Widmer Engineering as the County Bridge Engineer. Vote unanimous.

HUMAN SERVICES:
  • Mental Health/Intellectual & Developmental Disorders (IDD):
    1. Commissioner Trader made the motion and Commissioner Morris the second for the FY2010/2011 Intellectual and Developmental Disabilities Income and Expenditure Report. Vote unanimous.
    2. Commissioner Morris made the motion and Commissioner Trader the second for the Supports Coordination Organization Annual Qualification Renewal. Vote unanimous.

  • Drug & Alcohol Program (D&A):
    1. Commissioner Trader made the motion and Commissioner Morris the second for the ARRA Budget Addition for Tobacco Prevention Activities. Vote unanimous.

  • Children & Youth (CYS):
    1. Commissioner Morris made the motion and Commissioner Trader the second for the FY2010/2011 contract with Glade Run Lutheran Services. Vote unanimous.
NOTICES:
  1. Energy Corporation of America is applying for coverage under the erosion and sediment control general permit (ESCGP-1) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located at the intersection of Denny Hill Road and Ridge Road.
  2. Energy Corporation of America is applying for coverage under the erosion and sediment control general permit (ESCGP-1) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located 1.4 miles southwest of Khedive.
  3. Chevron Appalachia, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-1) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located one mile west of Bobtown.
  4. Energy Corporation of America is applying for coverage under the erosion and sediment control general permit (ESCGP-1) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located 1.4 miles southwest of Khedive.
  5. Cumberland Coal Resources, LP application is being reviewed by the Pennsylvania Department of Environmental Protection for the proposed wetland mitigation located in Whiteley Township.
  6. Aleppo Township is submitting a general permit registration to the Greene County Conservation District for the replacement of one culvert along Harts Run Road.
  7. EQT is submitting applications to the Pennsylvania Department of Environmental Protection to replace a leaking and aged two inch steel pipeline with a two inch PE pipeline using a DEP general permit #5 for utility crossing and a general permit #8 for a temporary stream crossing for construction purposes located in Morris Township.
  8. Ecotune Environmental Consultants is applying for general permits 05 and 08 from the Pennsylvania Department of Environmental Protection located in Franklin Township.
  9. Franklin Township Supervisors has applied for a general NPDES permit for stormwater discharges associated with construction activities from the Pennsylvania Department of Environmental Protection for the installation of an office building, gravel lay down yard, paved parking lot and site amenities at EverGreene Drive.
  10. Energy Corporation of America is applying for coverage under the erosion and sediment control general permit, ESCGP-1 for earth disturbance activities associated with oil and gas exploration, production, processing or treatment operations or facilities from the Pennsylvania Department of Environmental Protection located in Dunkard Township.
  11. Craig Brewer is applying for a GP-3 bank rehabilitation permit to stabilize the stream bank and protect the sewer line located in Franklin Township.
  12. Laurel Mountain Midstream, LLC has submitted an application for a major modification of the erosion and sediment control general permit (ESCGP-1) for earth disturbance, general permit #5, utility line stream crossing, general permit #7, minor road crossing and general permit #8, temporary road crossing associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection for the Yodens 507 to 12” pipeline off of Mahle Road located in Jefferson Township.
  13. Earthtech, Inc. has submitted a general permit registration form to the Pennsylvania Department of Environmental Protection for the growing smarter project.
  14. Vantage Energy Appalachia, LLC is applying for well permits with the Pennsylvania Department of Environmental Protection office of oil and gas management located in Rogersville.

PUBLIC COMMENT:
Commissioner Snyder announced that there will be a salary and retirement board meeting directly after this meeting and there will be a reorganizational meeting of the sinking fund and election board.

Commissioner Trader made the motion and Commissioner Morris the second to adjourn the meeting. Vote unanimous.
