The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Stacey Courtwright, Crystal Simmons, Scott Kelley, JoAnne Marshall, Carol Gooden, Dave Balint, Lu Lewis, Karen Bennett, Charlotte Popielarcheck, General Public and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from October 18, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Proclamation for American Education Week. November 13-17, 2017. Vote unanimous.
Finance and Administration:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to adopt the proposed 2018 general fund budget and direct the Chief Clerk to advertise final action on the same for December 14, 2017 and to make the proposed budget available for public inspection for a period of 20 days during normal working hours in his office. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to accept the proposal for the 2018 TAN Loan and the adoption of the 2018 Tan Resolution. Vote unanimous.
  3. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a proposal for professional architectural and engineering services from EADS Architects, Inc. for a children and youth services facility layout plan in the amount of $12,000 and Courthouse law library conversion study in the amount of $4,000. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda change order #1 from Jesse L. Fiske, Sr., LLC for column replacement at the Greene County Courthouse in the amount of $31,760.00 and change order #2 for patching of fluted columns in the amount of $40,539.59. Vote unanimous.
  5. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an allocation to the Greene County Humane Society. Vote unanimous.
  6. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an allocation to Catnip Acres Clinic. Vote unanimous.
  7. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a service agreement between the County of Greene and Encartele, Inc. for telephone services at the Greene County Jail in the amount of $62,700 pending Prison Board approval. Vote unanimous.
  8. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Comcast Enterprise service sales order in the amount of $573.75 per month. Vote unanimous.
  9. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an appointment to the Workforce Development Board of Directors. Vote unanimous.
  10. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Dual Enrollment Agreement between the County of Greene and Community College of Beaver County. Vote unanimous.
  11. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a surface use license agreement and a prepaid release agreement between the County of Greene and Equitant, L.P. for pipeline maintenance work at the waterpark pending Solicitor approval. Vote unanimous.
  12. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda an Access Agreement between the County of Greene and Emerald Contra, LLC to mitigate certain stray methane gas in an area near the tennis courts in Franklin Township pending Solicitor approval. Vote unanimous.
  13. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an agreement between the County of Greene and Buck Ridge Surveying, Inc. for location of a waterline near the Greene River Trail extension. Vote unanimous.
Tax Assessment:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Real Property Tax Summary Certification. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2017/2018 contract with Chatham University. Vote unanimous.
Children and Youth Services (CYS):
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2016/2017 contract with Community Specialist Corporation. Vote unanimous.
CDBG:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Resolution to submit the application and approval of the three year CDP. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda Fair Housing Action Plan. Vote unanimous.
  3. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Fair Housing Resolution. Vote unanimous.
  4. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Proclamation for Fair Housing Month. Vote unanimous.
  5. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to adopt a Residential Anti-Displacement and Relocation Plan. Vote unanimous.
  6. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda to adopt the 504 Plan. Vote unanimous.
  7. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a contract between the County of Greene and Southwest Pennsylvania Legal Services Fair Housing Law Center. Vote unanimous.

  11. Rice Water Services PA, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection also applying for chapter 105 general permit (GP-5) utility line stream crossing and (GP-8) temporary road crossing for associated construction activities located in Richhill Township.
  12. Monongalia County Coal Company has submitted an application for a mining activity permit to the Pennsylvania Department of Environmental Protection located in Jackson and Gilmore Townships.
  13. CNX Gas Company, LLC is applying for a permit to drill and operate gas wells from the Department of Environmental Protection located in Richhill Township.
  14. Consol Pennsylvania Coal Company, LLC received a revised coal mining activity permit from the Pennsylvania Department of Environmental Protection to include the construction and operation of the CRDA #8 facility at the Bailey Central Mine Complex located in Richhill and Morris Townships.
  15. Contura Energy, LLC application is being reviewed by the Pennsylvania Department of Environmental Protection for the installation of seventeen Gob-Ventilation boreholes located in Wayne Township.
  16. Rice Drilling B, LLC has submitted for coverage under the erosion and sediment control general permit (ESCGP-2) to the Pennsylvania Department of Environmental Protection located in Wayne Township.
  17. Southwestern Pennsylvania Water Authority is submitting an application to the Pennsylvania Department of Environmental Protection for an amended water quality management permit located in Cumberland Township.
  18. The Pennsylvania Department of Environmental Protection received a water management plan amendment dated August 23, 2017 for the Southwest District filed by CNX Gas Company, LLC.
  19. Texas Eastern Transmission, L.P. is submitting a state only operating permit renewal application to the Pennsylvania Department of Environmental Protection to renew the existing permit (30-00094) for the Waynesburg Compressor Station.
  20. Columbia Gas Transmission, LLC is providing the completed Pennsylvania Department of Environmental Protection and U.S. Army Corps of Engineers joint permit application general information form for Columbia’s Hero Main Line Valve Project located in Gilmore Township.
  21. Rice Water Services, LLC, Civil and Environmental Consultants, Inc. is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection also submitting for a chapter 105 general permit applications for utility line stream and wetlands crossings located in Richhill, Aleppo and Jackson Townships.
  22. Consol is applying for coverage under a Bureau of Waterways Engineering and Wetland General Permit 08 (BWEW-GP-08) for the purpose of installing three stream crossings as required by the Pennsylvania Department of Environmental Protection located in Richhill Township.
  23. Columbia Gas Transmission, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection also applying for a chapter 105 general permit 5 for utility line stream crossings (GP-5) and general permit 8 for temporary road crossings (GP-8) for temporary stream and wetland impacts associated with the proposed line 3664 longwall mining panels located in Wayne Township.
