Salary Board Meeting Notes
Greene County Board of Commissioners

The Salary Board Meetings are held on the third Thursday of every month immediately following the Commissioners Board Meeting and the Retirement Board Meetings (except for May, August, November, and December); and will be held in the first floor conference room of the County Office Building. Meeting dates and any changes will be posted publically in the local newspaper and on the county website at www.co.greene.pa.us. The purpose of these salary board meetings is to review employee changes, such as staffing and salaries that have occurred since last salary board meeting, discuss any personnel actions, and to vote on matters concerning the employees, vacancy announcements, and any other business.

Meeting Brought to Order:
The Greene County Retirement Board meeting was brought to order by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Trader, Chief Clerk Jeff Marshall, Dave Balint, Carol Gooden, Sheila Rode, Pam Mason, Karen Bennett, JoAnne Marshall, Charlotte Popielarcheck and Press. Commissioner Coder was absent.

Minutes — Commissioner Trader made the motion and Controller Balint the second to approve the minutes from August 17, 2017. Vote unanimous.

Transportation:
  1. Commissioner Trader made the motion and Controller Balint the second to approve the reclassification of George Edwards to regular part time Van Driver II @$17.76 per hour SEIU PG 11 effective 07-01-17. Vote unanimous.
Jail:
  1. Controller Balint made the motion and Commissioner Trader the second to accept the resignation of Ryan Kmetz, Corrections Officer, effective 09-08-17. Vote unanimous.
Domestic Relations:
  1. Sheila Rode made the motion and Commissioner Trader the second to accept the promotion of Michelle Pulkownik to regular full time Docket Clerk I @$16.25 per hour SEIU PG 8 effective 09-01-17. Vote unanimous.
Courts:
  1. Sheila Rode made the motion and Commissioner Trader the second to accept the reclassification of Peter Rameas from regular part time to regular full time Tip Staff with no change in pay rate effective 09-01-17 and waive benefit waiting period. Change his status to casual tip staff @$9.65 per hour with a guarantee of 7 hours per day effective 09-13-17. Vote unanimous.
  2. Sheila Rode made the motion and Controller Balint the second to accept the transfer of Kara Compton from regular part time to casual Tip Staff @$9.65 per hour with a guarantee of at least 7 hours per day, effective 08-10-17. Vote unanimous.
  3. Sheila Rode made the motion and Controller Balint the second to table hiring a regular full time Tip Staff. Vote unanimous.
Children & Youth Services (CYS):
  1. Commissioner Trader made the motion and Controller Balint the second to accept the resignation of Thomas Stimaker, CYS Casework Supervisor, effective 08-22-17. Vote unanimous.
  2. Controller Balint made the motion and Commissioner Trader the second to change the start date of Thomas Keller, CYS Caseworker I, to 08-18-17 and accept his resignation effective 08-21-17. Vote unanimous.
  3. Commissioner Trader made the motion and Controller Balint the second for the reclassification of Contessa Wilson to regular full time County Caseworker II, @$23.00 per hour UMWA HS/CYS effective 07-29-17. Vote unanimous.
  4. Commissioner Trader made the motion and Controller Balint the second to accept the resignation of Amanda Debolt, Fiscal Assistant I, effective 09-14-17. Vote unanimous.
Maintenance:
  1. Controller Balint made the motion and Commissioner Zimmerman the second to accept reclassification of Paul Tedrow to regular full time Maintenance Worker II @$15.89 per hour SEIU PG 8 effective 08-11-17. Vote unanimous.
Industrial Development Authority (IDA):
  1. Commissioner Trader made the motion and Controller Balint the second to hire Emily Bosworth as a regular full time IDA Associate @$13.00 per hour MG PG 1 effective 09-25-17. Vote unanimous.
Community Development Block Grant Services (CDBG):
  1. Commissioner Trader made the motion and Controller Balint the second to create the position of CDBG Manager, Commissioner Unit, MG PG 5 non-exempt effective 09-18-17. Vote unanimous.
  2. Commissioner Trader made the motion and Controller Balint the second to transfer Crystal Simmons from regular full time IDA/CDBG Director to regular full time CDBG Manager, Commissioners Unit @$22.64 per hour MG PG 5 non-exempt effective 09-18-17. Vote unanimous.
Redevelopment Authority (RDA):
  1. Controller Balint made the motion and Commissioner Trader the second to rehire Nathan Bilonick as temporary Laborer @$7.25 per hour effective 09-11-17. Vote unanimous.
