If anyone interested in becoming a registered or licensed child day care provider should first consider these few simple questions:

  • Would you enjoy the freedom of setting your own hours and being self-employed?

With more and more parents entering the workforce, day care is becoming a rapidly growing career choice among people who have a passion for children and families. Working parents need to know that their children are receiving care from day care providers who are creative, patient, and tender in a safe and healthy atmosphere that promotes positive well-being.

Child care is a partnership between parents and child care providers. As partners, each has a responsibility to a common goal: the well-being and positive development of children.

Child care providers are responsible for providing an atmosphere conducive to children’s safety, growth, and development.

Parents are responsible for selecting programs that are appropriate for their children.

In making your decision to become a home child care provider, you may choose to become either a Registered Provider or Owner of a Licensed Group Day Care Home.


Registration:
Registration is completed through the Department of Public Welfare in Pittsburgh for the Western Region in Pennsylvania. There are two types of day care homes:
  1. Group Day Care Home: a state licensed facility providing care for no more than 12 children (may require more than 1 staff person).
  2. Family Day Care Home: a state certified family residence with one caregiver providing care for no more than 6 children unrelated to the provider.

Steps to Becoming A Registered Provider:
  1. Call or write for an Application Packet:
      Day Care Unit — DPW Western Region, 701 State Office Building
      300 Liberty Avenue, Pittsburgh, PA 15222

    Some of the information includes:
    • Criminal Background Check Application (through PA State Police) – Cost to you: $10.00
    • Child Abuse Background Check (through Abuse Registry) – Cost to you: $10.00
    • Physical Form – Completed by your doctor; must include a tuberculosis (TB) test
    • Application Form, check list, and copy of regulations
    • Occupancy Permit
    • Free orientation sessions
  2. Return all forms to Pittsburgh and wait for your certificate and/or any additional instructions.
  3. Contact the Greene County CCIS for Subsidized Child Care to sign a Provider Agreement. We are located on the second floor of the old Ben Franklin Building beside the Greene County Office Equipment (same building as Community Action Office) or in the Fort Jackson building at 19 South Washington Street in Waynesburg; if you enter through the wheel-chair accessible door, we are the first door on the right. PLEASE JUST WALK IN! or call toll-free 1-888-355-2247 or local at 724-852-5277.
Your registration is valid for 2 years. DPW will send you renewal forms when due.


Steps to Open a Group Day Care Home:
  1. Call or write for an Application Packet:
      Day Care Unit - DPW Western Region, 701 State Office Building
      300 Liberty Avenue, Pittsburgh, PA 15222
      Phone: (412) 565-5138 or (800) 222-2149
    Complete all of the steps indicated in the packet and return all forms to Pittsburgh. Wait for your home visit to be scheduled.
  2. Once your license is received, contact the Greene County CCIS for Subsidized Child Care to sign a Provider Agreement. We are located in the Fort Jackson Building at 19 South Washington Street in Waynesburg; if you go to the wheel-chair accessible door, we are the first door on the right. PLEASE JUST WALK-IN!
  3. Your license is valid for one year. DPW will send your renewal forms when due.

Payment to the Provider:
Payments to the provider shall be made in the following ways:
  1. Private-pay families: pay for child care through their own arrangements with the provider.
  2. Through the CCIS for subsidized families:
    • Weekly: The parent pays the provider the weekly fee in advance of service. If multiple children are served by different providers, only one will receive the weekly copayment. Delinquent copayments are reported weekly to the CCIS.
    • Monthly: The provider establishes a daily rate that is charged the average person for child care services. If this rate does not exceed the ceiling rates set by the state, the CCIS will pay you that amount minus the fee paid by the parent. Payments are made monthly (after service) and 1099's are mailed to you for tax purposes.

  • Maintains waiting lists for eligible families requesting day care funding
  • Provides information on day care services available in Greene County
  • Controls state funding used for subsidized day care in Greene County
