The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners Agenda meeting was brought to order by Commissioner Coder at 10:00 am in the first floor meeting room of the County office building. Others in attendance were: Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Crystal Simmons, JoAnne Marshall, Dave Balint, Carol Gooden, Karen Bennett, Charlotte Popielarcheck, General Public and Members of the Press. Commissioner Zimmerman came in late due to prior speaking engagement.

Minutes — made the motion and Commissioner Coder the second to approve the minutes from October 4, 2017. Vote unanimous.

Finance and Administration:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an allocation of $300,000 for State Route 18 water line extension located in Franklin Township, Washington Township and Morris Township out of 2017 Impact Fee monies. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the reappointment of three directors and appointment of a board chairman to the Greene County Farmland Preservation Board of Directors. Vote unanimous.
  3. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a contract change order between the County of Greene and Jesse L. Fiske, Sr., LLC for repairs to the six columns at the front main entrance of the courthouse in the amount of $20,460.00. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to approve a resolution allowing the County Commissioners through their Solicitor to communicate with law firms and the Pennsylvania Attorney Generalís office related to the suing of 23 companies and people associated with the surging of prescribed narcotics as other counties in Pennsylvania are doing. Vote unanimous.
  5. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a resolution to support the Redevelopment Authority 2017 Phare/Marcellus Shale fund application for the communities of Nemacolin and Cumberland Township. Vote unanimous.
  6. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a resolution to support Human Services 2017 Phare/Marcellus Shale fund application. Vote unanimous.
Elections:
  1. Commissioner Trader made the motion and Commissioner coder the second to place on the agenda a lease agreement between the County of Greene and Springhill Township for the old Springhill Elementary School for election purposes pending Election Board and Solicitor approval. Vote unanimous.
Tax Claims:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda in accordance with the Real Estate Tax sale (Act of July 7, 1947, P.L. 1368 No. 542), Section 613, as amended, notice is hereby given that a proposed sale price in the amount of fifty dollars ($50.00), plus fees, has been received and approved by the Tax Claim Bureau of the County of Greene, for the private sale of the following property: Parcel #15-07-555 located in Jefferson Township. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda in accordance with the Real Estate Tax sale (Act of July 7, 1947, P.L. No. 1368 No. 542), Section 613, as amended, notice is hereby given that a proposed sale price in the amount of fifty dollars, ($50.00), plus fees, has been received and approved by the Tax Claim Bureau of the County of Greene, for the private sale of the following property: Parcel #15-07-556 located in Jefferson Township.   1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Juvenile Probation Services Grant Agreement. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the financial statement for funds expended under the Juvenile Probation Services Grant Agreement for period covered 07-01-16 to 06-30-17 in the amount of $54,351.00. Vote unanimous.
Human Services:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Emergency Solutions Grant application. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2017/2018 contract with TGCH, Inc. D/B/A Washington Health Systems-Greene. Vote unanimous.
Children and Youth Services:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2016/2017 NHS contract. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2017/2018 Adelphoi TLFR (Time Limited Family Reunification) contract. Vote unanimous.
CDBG:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the following resolutions: Vote unanimous.
    1. Excessive Force Policy Resolution
    2. Code of Conduct Resolution
    3. Family VS Household Resolution
    4. Certification of completion of a four factor analysis for limited English Proficiency Persons Resolution
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a non-discrimination clause for Waynesburg Borough and insight pipe contracting, LLC. Vote unanimous.
IDA:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an agreement between the County of Greene and the Greene County Industrial Development Authority for the Strategic Impact Program in the amount of $250,000 to spur economic development that will help meet the capital needs of eligible business start-ups as well as support retention, expansion and attraction of existing businesses. Vote unanimous.
Public Notices:
  1. United Mine workers of America Career Centers are submitting a NPDES permit application to the Greene County Conservation District located in Washington Township.
  2. Albert Simpson is applying to the Pennsylvania Department of Environmental Protection for a (GP-7) minor road crossing permit at his residence in Wayne Township located Wayne Township.
  3. Cone Gathering, LLC is applying for an erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection for the Lightner to Rutan pipeline project in addition submitting a chapter 105 general permits for utility line stream crossings (GP-5) and temporary road crossings (GP-8) located in Center Township.
  4. Rice Drilling B is submitting a general permit application -11 to the Pennsylvania Department of Environmental Protection for T459 Pitcock Run Road over Dyers Fork superstructure replacement located in Whitely Township.
  5. The Department of Environmental Protection has reviewed the August 15, 2016 revised antimony groundwater assessment report submitted in response to the departmentís original assessment letter dated August 31, 2015 prepared by Civil and Environmental Consultants on behalf of First Energy Generation. The Department has determined that implementation of an abatement is not required.
  6. The Department of Environmental Protection has reviewed the May 17, 2017 revised arsenic groundwater assessment information submitted August 18, 2014 prepared by Civil and Environmental Consultants on behalf of First Energy Generation. Based on the review the department has determined that the implementation of abatement is not required by 24 PA Code 288.257.
  7. Rice Drilling B, LLC is applying to the Pennsylvania Department of Environmental Protection for coverage under the erosion and sediment control general permit (ESCGP-2) located in Wayne Township.
  8. EQT Production will be submitting an application to the Pennsylvania Department of Environmental Protection Southwest Regional Office to add interconnected source to our water management plan for the Southwest region SPWQA Magnum Meter Vault on Maple Run Road.
  9. Rice Drilling B, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) to the Pennsylvania Department of Environmental Protection located in Franklin Township.
  10. CNX Gas Company, LLC is applying to the Pennsylvania Department of Environmental Protection to modify permits to drill and operate gas wells located in Richhill Township.
  11. Rice Drilling B, LLC is submitting a major modification for coverage under the erosion and sediment control general permit (ESCGP-2) to the Pennsylvania Department of Environmental Protection located in Center Township.
  12. The Federal Energy Regulatory Commission (FERC) submitted a notice of schedule for environmental review of the proposed Marshall County Mine Panel 18 W Project.
  13. EQT Gathering, LLC is submitting an erosion and sediment control general permit (ESCGP-2) to the Pennsylvania Department of Environmental Protection located in Center Township.
Public Comment:
Reverend Berkey thanked the commissioners for working together with the opiate crisis. He wanted to remind everyone of the Town Hall Meeting that will be held on Thursday, October 26th at 6:00 pm at the Greene County Courthouse.
