The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Stacey Courtwright, Carol Gooden, Dave Balint, JoAnne Marshall, Charlotte Popielarcheck, General Public and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from September 20, 2017. Vote unanimous.

Proclamations:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Proclamation for October 2017 as Domestic Violence Awareness Month. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Proclamation for October 2017 as Chamber of Commerce Month. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a Proclamation for October 2017 as Lions Club Month. Vote unanimous.
Finance and Administration:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda a Special Events Agreement between the County of Greene and Pixburgh Productions effective July 14, 2017. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda an allocation of $300,000 funds to Southwestern PA Water Authority for SR 18 water project. Vote unanimous.
Tax Claims:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda in accordance with the Real Estate sale (act of July 7, 1947, P.L. 1368 no. 542), section 613, as amended, notice is hereby given that a proposed sale price in the amount of two thousand dollars ($2,000), plus fees, has been received and approved by the Tax Claim Bureau for the private sale of the following property: Parcel 05-33-267 located in Cumberland Township. Vote unanimous.
Emergency Management:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Pennsylvania Emergency Management Agency Federal Fiscal Year 2017 Emergency Management Performance Grant Agreement. Vote unanimous.
Human Services:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the MATP FY2017/2018 Grant Agreement and Allocation. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2016/2017 contract with Academy for Adolescent. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2016/2017 Block Grant Income and Expenditure Report. Vote unanimous.
Children & Youth Services (CYS):
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the annual Child Accounting Profile System (CAPS) Contract. Vote unanimous.
CDBG:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the CDBG Management Plan. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Section 3 Action Plan and Resolution. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the MBE/WBE Plan and Resolution. Vote unanimous.
  4. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the Citizen Participation Plan and Resolution. Vote unanimous.
Public Notices:
  1. Rice Drilling B, LLC has submitted for coverage under the erosion and sediment control general permit (ESCGP-2) to the Pennsylvania Department of Environmental Protection located in Wayne Township.
  2. Rice Drilling B, LLC, Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for authorization under an (ESCGP-2) permit for construction of the Corsair well pad located in Franklin Township.
  3. Consol Pennsylvania Coal Company, LLC has submitted an application to the Pennsylvania Department of Environmental Protection for a mining activity permit located in Richhill and Morris Townships.
  4. CNX Gas Company, LLC, Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for chapter 105 general permit 11 for stream impacts associated with three culvert replacements located in Center Township.
  5. Pennsylvania Department of Environmental Protection has received a water management plan amendment dated June 2, 2017 for the Southwest District filed by CNX Gas Company, LLC.
  6. CNX Gas Company, LLC is submitting a general permit 8 temporary road crossing application to the Pennsylvania Department of Environmental Protection located in Springhill Township.
  7. EQT Production is submitting applications with the Pennsylvania Department of Environmental Protection Southwest Regional Office to add the following interconnected sources to water management plan for the Southwest Region: SPWA Ruff Creek Vending Station, SPWA Evergreene Meter Vault, SPWA Pultorak Meter Vault, SPWA Kentor Meter Vault, SPWA McNay Meter Vault, SPWA Grecoe Meter Vault, SPWA Dry Tavern Vending Station, SPWA Whipkey Meter Vault, SPWA Spraggs Road Vending Station, SPWA Wind Ridge Vending Station, SPWA Maple Run Tap, Monongahela River, North Fork Dunkard Fork, Bailey Mine and Greene County Water Treatment Inc.
  8. Texas Eastern Transmission, LP has submitted a general permit BWEW GP-8 and BWEW GP-11 registration and supporting information to the Pennsylvania Department of Environmental Protection Southwest Regional Office for maintenance of Texas Easternís existing line 10 pipeline system at mileposts Richhill and Center Townships.
  9. Duquesne Light Company is filing an application with the Pennsylvania Department of Environmental Protection for a chapter 105 water obstruction and encroachment general permit and a general permit 11 maintenance testing, repair, rehabilitation or replacement of water obstructions and encroachments located in Monongahela Township.
  10. Southwestern Pennsylvania Water Authority is applying for a national pollutant discharge elimination system (NPDES) stormwater permit from the Greene County Conservation District allowing the discharge of stormwater from construction activities also for a general permit GP-5 utility line stream crossing from the Conservation District to install water lines which will result in seventeen stream crossings located in Cumberland Township, Monongahela Township and Greensboro Borough.
  11. Consol Pennsylvania Coal Company, LLC is submitting a permit application to the Pennsylvania Department of Environmental Protection for the construction of a ventilations borehole for the Harvey Mine located in Morris Township.
  12. EQM Gathering Opco, LLC is providing notification of Department of Environmental Protection for general plan approval general operating permit application located in Morgan Township.
  13. CNX Gas Company, LLC is applying for permits to drill and operate gas wells located in Richhill Township.
Public Comment:
Commissioner Zimmerman announced that there will be a CDBG meeting directly after this meeting.
