The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners meeting was brought to order order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Dave Balint, Carol Gooden, Tracie Sypin, JoAnne Marshall, Charlotte Popielarcheck, General Public and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from September 6, 2017. Vote unanimous.

Proclamations:
Proclamations:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Employ Older Workers Week September 24-30, 2017 Proclamation. Vote unanimous.
  2. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the National Alcohol and Drug Addiction Recovery Awareness Month Proclamation. Vote unanimous.
  3. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the Fetal Alcohol Spectrum Disorder Awareness Month Proclamation. Vote unanimous.
Finance and Administration:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to approve a proposal for the annual audit process 2017, 2018 and 2019. Vote unanimous.
Bridges:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda a time extension dated September 14, 2017 for County Bridge #55 (Gilmore Township) until October 31, 2017 to close out the project. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2017/2018 contracts with: Vote unanimous.

Community Development Block Grant (CDBG):
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the exempt status determination for the environmental review grant administration for a water line extension along Mount Morris Road located in Whiteley Township. Vote unanimous.
Public Notices:
  1. H. Terry Grimes is applying to the Pennsylvania Department of Environmental Protection for a GP-11 permit application to replace an existing culvert located in Jackson Township.
  2. Cameron, a Schlumberger Company is submitting a national pollutant discharge elimination system (NPDES) permit application to the Pennsylvania Department of Environmental Protection located in Carmichaels Borough.
  3. GAI Consultants, Inc. on behalf of Contura Pennsylvania Land, LLC is applying for a chapter 105 general permit application to the Pennsylvania Department of Environmental Protection and an individual national pollutant discharge elimination system (NPDES) permit application for the Contura 138 kilovolt Cumberland transmission line project located in Greene County.
  4. Laurel Mountain Midstream Operating, LLC is applying to the Pennsylvania Department of Environmental Protection for an authorization to use the air quality general permit (GP-5) for natural gas compression and processing facilities of the air pollution control act located in Franklin Township.
  5. Equitrans, LP is submitting a chapter 105 permit application to the Greene County Conservation District for construction activities that include minor clearing and grubbing within the workspace, trenching, culvert installation, and site restoration of stream banks located in Franklin Township.
  6. EQT Production is submitting a major modification/renewal to the Pennsylvania Department of Environmental Protection located in Morgan Township.
  7. Consol Pennsylvania Coal Company, LLC has submitted an application to the Pennsylvania Department of Environmental Protection for a mining activity permit located in Richhill and Morris Townships.
  8. Gilmore Township is applying to the Pennsylvania Department of Environmental Protection for a GP-7 minor road crossing permit and will be installing 26 feet of 36” x 30” elliptical corrugated culvert pipe with headwalls and endwalls located on Minnie Hill Road.
  9. DTE Midstream Appalachia, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Whiteley Township.
  10. Rice Midstream Holdings, LLC is submitting to the Pennsylvania Department of Environmental Protection for coverage under the erosion and sediment control general permit for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities (ESCGP-2) chapter 105 general permit for utility line stream crossing (GP-5) and temporary road crossing (GP-8) associated with the Beta McNicholas to CDP-2 pipeline project located in Aleppo and Springhill Townships.
  11. Columbia Gas Transmission is submitting a state only permit renewal application to the Pennsylvania Department of Environmental Protection Bureau of Air Quality’s Southwest Regional Office for the Waynesburg Compressor Station.
Public Comment:
Several constituents from the Steps Inside Group spoke about drug addiction and working together to help combat the problem. Commissioner Coder stated that funding comes from the state and to contact your state representative and even the governor with your concerns. Commissioner Zimmerman related the same.

Commissioner Trader made the motion and Commissioner Coder the second to adjourn the meeting. Vote unanimous.
