The Commissioners Agenda Meetings are held on Wednesday's at 10:00 AM the same week as the public meetings and also in the first floor meeting room. Both meetings are open to the public. Meeting dates and any changes will be posted publically in the local newspaper and on the county website. The purpose of these agenda meetings are to do a preliminary review on various issues that are scheduled for the Commissioners Public Meetings; items concerning County business, such as contracts, personnel issues, certificates and proclamations.

Meeting Opened:
The Greene County Commissioners Agenda meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Stacey Courtwright, Marcy Maletta, Lou Lewis, JoAnne Marshall, Charlotte Popielarcheck and Members of the Press.

Minutes — Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from August 16, 2017. Vote unanimous.

Finance and Administration:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda approval for I3 Engineering and Consulting, LLC to access the airport property off of Progress drive to address the issue with Dominion Pipeline dated 08-23-17. Vote unanimous.
Emergency Management:
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda to make Greg Leathers, Emergency Services Director, signatory in dealing with the Federal Emergency Management Agency on the Emergency Alert System project as it pertains to Greene County. Vote unanimous.
Mental Health and Intellectual Disabilities:
  1. Commissioner Coder made the motion and Commissioner Zimmerman the second with Commissioner Coder abstaining to place on the agenda the FY2017/2018 contract with Pressley Ridge. Vote unanimous.
  2. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2017/2018 contracts with: Vote unanimous.
    1. City Mission-Living Stones, Inc.
    2. NHS Pennsylvania
    3. Centerville Clinics, Inc.
Drug and Alcohol:
  1. Commissioner Coder made the motion and Commissioner Trader the second to place on the agenda the FY2016/2017 Year End Expenditures Report. Vote unanimous.
Children and Youth (CYS):
  1. Commissioner Trader made the motion and Commissioner Coder the second to place on the agenda the FY2017/2018 Implementation Plan and FY2018/2019 Needs Based Budget Plan effective 08-31-17. Vote unanimous.
CDBG:
  1. Commissioner Coder made the motion and Commissioner Trader the second for a nondiscrimination clause between the Contractor, the County of Greene and Waynesburg Borough. Vote unanimous.
Public Notices:
  1. Rice Drilling, B, LLC, Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for authorization under an ESCGP-2 permit for a major modification of the Porter Street Well Pad located in Franklin Township.
  2. Patricia Bennett is applying for a GP-7 minor road permit coverage and will be installing 20 feet of a 72ft culvert pipe with headwalls and end walls for access across her driveway in Waynesburg.
  3. Freeport Township is applying for a GP-8 temporary road crossing permit on Berdine Road the stream that will be crossed is an unnamed tributary to Fish Creek, a warm water fishery.
  4. Renaissance Energy Center APV Renaissance Partners Opco, LLC is submitting a water quality management permit application for discharge of wastewater associated with an on-site package treatment plant associated with a combined cycle natural gas power plant to the Pennsylvania Department of Environmental Protection located in Monongahela Township.
  5. Dominion Energy Transmission, Inc., Civil and Environmental Consultants, Inc. is applying to the Greene County Conservation District for coverage under an erosion and sediment control permit (ESCGP-2) and chapter 105 general permits for the TL-590 landslide remediation project located in Richhill, Center and Franklin Townships.
  6. CONE Gathering, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection for the Smokey Row Landslide Repair project. In addition, submitting a chapter 105 general permit for a temporary road crossing (GP-8) located in Richhill Township.
  7. Rice Poseidon Midstream, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Richhill Township.
  8. Laurel Mountain Midstream, LLC is submitting an ESCGP-2 application and GP-5 and GP-8 application for the Huffman Pipeline Project to the Pennsylvania Department of Environmental Protection located in Center and Franklin Townships.
  9. Application of the Department of Transportation of the Commonwealth of Pennsylvania for the approval to replace the existing warning devices where State Route 2003 (Porter Street) crosses, at grade, the single track of Norfolk Southern Railway Company in Waynesburg Borough and Franklin Townships.
  10. EQT Production Company, Civil and Environmental Consultants, Inc. is submitting a renewal for an existing water management plan for a withdrawal from the Ruff Creek Alpha location associated with oil and gas exploration to the Pennsylvania Department of Environmental Protection located in Morgan Township.
  11. Agrimed Industries Pennsylvania is submitting an erosion and sediment control plan to the Greene County Conservation District located in Cumberland Township.
  12. Burl Hughes is applying for a GP-3 streambank stabilization permit located in Springhill Township.
  13. The Department of Environmental Protection a permit modification to the registration of general permit #WMGR123SW010 for operation of the Greene County Water Treatment Facility located in Franklin Township.
  14. Construction for the Castile Run Road (Route 1014) bridge, spanning Castile Run in Morgan Township construction is expected to begin during the week of September 5 and be complete in mid-November, during this time, drivers will be directed to follow a detour along Chartiers Road (Route 1011), Route 188 (Jefferson Road), Route 221 (Lippencott Road) and Meadowbrook Road (Route 1005).
  15. Construction for Rolling Meadows Road (Route 2026) bridge, spanning Laurel Run in Franklin Township construction is expected to begin during the week of September 5 and be complete in late April 2018, during this time, an alternating traffic pattern will be controlled by temporary traffic signals.
  16. Contura Pennsylvania Land, LLC formerly Coal Gas Recovery, LLC located at 158 Portal Road, Waynesburg owns and operates a natural gas pipeline system Contura maintains and operates a damage prevention program and a public awareness plan for its operations of these pipelines systems. A copy of the plan is available for review in the office.
  17. Stahl Sheaffer Engineering, LLC on behalf of CNX Gas is submitting a general permit application 11 to the Pennsylvania Department of Environmental Protection for the GH-15 culvert replacement located in Center Township.
  18. Rice Drilling B, LLC is submitting for coverage under the erosion and sedimentation control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection for the RBP well pad in Wayne Township.
  19. John W. Friend is applying for a GP-3 stream bank stabilization permit to stabilize an eroding stream bank along UNT to Glade Run in Cumberland Township.
Public Comment:
Commissioner Zimmerman announced there will be an assessment meeting directly after this meeting. Pastor Berkey had some comments regarding the Coalition for a Brighter Greene. He shared the manifesto and mission statement. The group is working and supporting the organizations that are fighting the drug epidemic in our community. Press Reporter Cindy Bailey was asking about the Greene County Opioid Task Force and other organizations regarding the drug epidemic and wanted the meetings to be open to the public. She wanted to be sure that all the right to know requests and sunshine laws were being observed.

Commissioner Trader made the motion and Commissioner Coder the second to adjourn the meeting. Vote unanimous.
