The Competitive program is available to all Greene municipalities that are determined to be eligible. The Greene County Commissioners prioritize Sewage and Water Infrastructure improvements. The Competitive Program is $750,000 maximum for project cost.
Funding can be requested at any time throughout the year. Annual meetings are held in the spring to review project request and give the citizens an opportunity to comment on proposed projects. These meetings are advertised in the newspaper and emailed municipal-wide.
The Community Development Block Grant (CDBG) application is submitted to the Department of Community and Economic (DCED) on behalf of and in cooperation with Cumberland Township, Franklin Township and Waynesburg Borough and one other municipality. Cumberland Township, Franklin Township and Waynesburg Borough receive an allocation directly and are therefore referred to as an entitlement municipality. The remaining funds are allocated to an eligible project within another township referred to a non-entitlement. The Board of Supervisors or Borough Council select the project and their Chief Elected Official approves for submission then the ultimate decision is made by the Board of Greene County Commissioners.
Our three county commissioners are the final approval authority for the block grants.
