Community Development Block Grant

The Community Development Block Grant (CDBG) Program is a federally funded program aimed to assist low to moderate-income (LMI) communities with development projects that promote community revitalization throughout Greene County.

Entitlement Funding

In Pennsylvania, CDBG funds may be utilized to address construction or renovation of various infrastructure projects such as water, wastewater and solid waste facilities, streets, and flood control projects; construction or improvements of a range of community facilities such as senior, health and social services centers; expansion of public services to serve low-income persons; creation of new jobs through small business loans or infrastructure improvements; and various affordable housing projects including home reconstruction, rehabilitation or repair programs.


Competitive Funding

The Competitive program is available to all Greene municipalities that are determined to be eligible. The Greene County Commissioners prioritize Sewage and Water Infrastructure improvements. The Competitive Program is $1,000,000 minimum for project cost.

Request Funding

Funding can be requested at any time throughout the year. Annual meetings are held in the spring to review project request and give the citizens an opportunity to comment on proposed projects. These meetings are advertised in the newspaper and emailed municipal-wide.

CDBG Management

The Community Development Block Grant (CDBG) application is submitted to the Department of Community and Economic (DCED) on behalf of and in cooperation with Cumberland Township, Franklin Township and Waynesburg Borough and one other municipality. Cumberland Township, Franklin Township and Waynesburg Borough receive an allocation directly and are therefore referred to as an entitlement municipality. The remaining funds are allocated to an eligible project within another township referred to a non-entitlement. The Board of Supervisors or Borough Council select the project and their Chief Elected Official approves for submission then the ultimate decision is made by the Board of Greene County Commissioners.

Greene County will hold a public hearing at 5 p.m. June 15th in the 2nh Floor Conference Room of the Greene County Building located at 93 East High St. Waynesburg Pa. 15370. The hearing is being held to obtain citizen input for the development of the township’s proposal for the 2023 Community Development Block Grant Program. 

Eligible activities include all those listed in the Housing and Community Development Act of 1974 as amended. These include but are not limited to public facilities improvements, infrastructures, housing recreation facilities, street and road improvements, historic preservation, planning activities and clearance.

Waynesburg Borough will also hold at meeting at the Waynesburg Borough Office Building located at 90 East High St. Waynesburg Pa. 15370 June 13th at 5:30pm 

Franklin Township will hold a meeting at the Municipal Building located at 568 Rolling Meadows Rd. Waynesburg Pa. 15370 June 12th at 1pm.

Cumberland Township Board of Supervisors will hold a public hearing at 6 p.m. June 13 in Nemacolin Fire Company’s hall at 441 Roosevelt Ave
