CDBG Management

The Community Development Block Grant (CDBG) application is submitted to the Department of Community and Economic (DCED) on behalf of and in cooperation with Cumberland Township, Franklin Township and Waynesburg Borough and one other municipality. Cumberland Township, Franklin Township and Waynesburg Borough receive an allocation directly and are therefore referred to as an entitlement municipality. The remaining funds are allocated to an eligible project within another township referred to a non-entitlement. The Board of Supervisors or Borough Council select the project and their Chief Elected Official approves for submission then the ultimate decision is made by the Board of Greene County Commissioners.
Our three county commissioners are the final approval authority for the block grants.
Chief Elected Officials are as follows:
Greene County Commissioners: Mike Belding Chairman
Section 504 Officer: Jeffrey Marshall, Chief Clerk
Fair Housing Officer: , Human Services Administrator
Community Development Block Grant Program Administrator: Crystal Simmons, CDBG/HOME Director
Labor Standards Officer: Crystal Simmons, CDBG/HOME  Director
Integrated Disbursement & Information System Administrator: Rich Davis, Accounts Payable Specialist
